This page is in quirks mode. IE7 in quirks mode behaves mostly as IE6 in quirks mode, but there are small differences. Here IE6 shows four red boxes, while IE7 shows them green. The boxes are obtained with different methods (not related to CSS rules parsing) where IE7 quirks differs from IE6 quirks. A good browser should show: green box, nothing, nothing, red box (the third case is a variant of the second one.)
